According to FINRA reports, Cesar Rodriguez was permanently barred from the securities industry in April 2015 for allegedly defrauding investors by knowingly misrepresenting the true use of funds invested by customers and improperly misusing customers funds for his own personal use. Cesar Rodriguez allegedly repeatedly sold securities to several customers who provided funds in exchange for equity payments and the promise of interest and capital payments (referred to as "promissory notes") in the Bull Run Capital Holdings, LLC, a holding company for the Avenir Financial Group branch office where Cesar Rodriguez was located. Cesar Rodriquez who had control over the proceeds from the investments by his customers allegedly knowingly misrepresented how the funds would be used. Mr. Rodriguez raised a total of $173,800 from customers and was alleged to have used approximately $77,000 of that money for his own personal needs.
